Regional Climate Action Transparency Hub for Central African States

The Regional Climate Action Transparency Hub for Central Africa, hosted by the Economic Community for Central African States (ECCAS) supports the 11 ECCAS Member States in their efforts to build and improve sustainable and comprehensive transparency frameworks. As a result, national decision-makers, policymakers, investors and stakeholders will be in a better position to advance climate mitigation and adaptation actions and countries able to meet their reporting requirements under the Paris Agreement.

The regional hub aims to build capacity and create a network in the region to support ECCAS member countries in their efforts to improve and build sustainable and comprehensive transparency frameworks.

Objectives

Through a collaborative approach, which brings together Congo basin countries, the Regional Hub will focus on the following priorities:

  1. Establish ReCATH as a center of expertise on climate action transparency in the region
  2. Assess country needs and priorities to identify key gaps that should be addressed
  3. Increase human and institutional capacity in the Congo basin region for enhanced transparency to empower Congo basin countries to participate effectively in the Paris Agreement
  4. Create a network among experts and officials of Member States through working groups, trainings and peer to peer exchange activities
  5. Disseminate transparency tools and guidance (such as the ICAT tools and methodologies) and promote their use in the region by tailoring and further developing them to their specific needs and priorities
  6. Support resource mobilization for climate action in the Congo basin region

Governance

The Economic Community of Central African States (ECCAS) hosts the ReCATH at the Central Africa Climate Prediction and Application Centre in Douala and ensures engagement with the Central African Forests Commission (COMIFAC) Climate Change Working Group. 

The COMIFAC Climate Change Working Group brings together negotiators from all Central African countries and supports the development of a common climate vision with other regional entities. The Group serves as a steering committee to the ECCAS Regional Climate Action Transparency Hub. 

The Hub Management Team is responsible for the selection and management of technical experts and for setting up a community of practice and building country ownership. This team is composed of the head of the centre in Douala, an ICAT Secretariat member and a representative from the technical implementing partner.  

ICAT provides resources to fund the international technical implementing partner, core Hub personnel and regional experts, regional training and peer-to-peer exchange activities, as well as other technical work to support transparency efforts in the region.
