ICAT works closely with its partner countries to develop policy-focused, priority-driven projects that develop the information and data frameworks and related capacity to improve the implementation, tracking, and enhancement of their NDCs and reporting. With a variety of support offers available, ICAT partner countries can choose the right mix of activities which best addresses their needs and national priorities.
Develop NDC tracking frameworks
This component supports countries in creating and implementing robust NDC tracking frameworks aligned with Paris Agreement requirements (MPGs Section III). It covers indicators, adapted tracking systems, and institutional arrangements for data management and progress evaluation. Tools include a national NDC tracking tool, the GHG Abatement Cost Model (GACMO), and the ICAT data system with an inventory module.
Assess greenhouse gas and/or sustainable development impacts of sectoral policies
This component helps countries evaluate the greenhouse gas and sustainable development impacts of sectoral policies using ICAT’s specialized assessment guides. Covering sectors like renewable energy, transport, forestry, buildings, agriculture, and transformational change, it also incorporates stakeholder participation and technical review methodologies to ensure comprehensive, transparent, and credible policy impact assessments.
Build frameworks to analyze projections of greenhouse gas emissions and removals
This component supports countries in developing frameworks and selecting tools to project greenhouse gas emissions and removals, including ‘with measures’ scenarios aligned with MPG requirements (decision 18/CMA.1). It builds capacity for maintaining multiple projection scenarios using tools like GACMO, LEAP, PRIMES, and PROSPECTS+ to inform climate action planning.
Develop monitoring frameworks for just transitions
This component supports the creation and implementation of sectoral or economy-wide just transition monitoring frameworks. These tools help policymakers track progress, make informed decisions, and build stakeholder support for equitable and transformative climate action, ensuring that social and economic dimensions of the transition are effectively measured and managed.
Develop the monitoring and evaluation of adaptation actions
This component supports the development and implementation of sectoral monitoring and evaluation (M&E) frameworks to track adaptation actions. It includes tools and methodologies for reporting adaptation progress, assessing climate-driven losses and damages, promoting effective adaptation projects, and integrating subnational and non-state actors into adaptation M&E processes for comprehensive and inclusive evaluation.
Build climate finance transparency frameworks
This component supports countries in developing and implementing frameworks to track climate finance nationally, aligned with NDC implementation and climate action benefits. It facilitates integration of climate finance data into broader national transparency systems, enhancing accountability and informed decision-making in climate and development finance management.
